Policy and Planning
The Office of Policy, Planning and Special Projects works to advance the Aging & Long-Term Services Department’s mission by shaping policies, planning strategically for the future, and leading key initiatives that strengthen our communities. The office tracks important legislative and regulatory changes, identifies opportunities for innovation, and secures funding to expand programs and services.

Our Plans:
New Mexico State Plan for Aging and Long-Term Services:
An ACL State Plan on Aging is the comprehensive, multi-year blueprint a State Unit on Aging (SUA) develops under the Older Americans Act (OAA) to guide its aging network in providing services to older adults, their families, and caregivers.
Aging & Long-Term Services Department Strategic Plan:
ALTSD’s 2027 Strategic Plan, has five key components: expand access to high quality home and community services and supports, responding to social determinants of health, reduce occurrences of abuse and neglect, assist Tribes, Pueblos and Nations in accessing federal funds, and develop internal behavioral health supports for direct service staff; through the year ALTSD will enhance the quality of programs through data standardization, program evaluation, and outcome measurements.
Adult Protective Services Annual Reports:
The Aging and Long-Term Services Department is the designated state agency for the protection of adults who are victims of abuse, neglect or exploitation. The Adult Protective Services Division provides a statewide system of protective services for older adults and adults with disabilities over the age of eighteen. The annual report is a collection and analysis of data relating to adult protective services or protective placement, and recommendations to the governor and appropriate interim committees.
Long-Term Care Ombudsman Report:
The Long-Term Care Ombudsman Program, mandated by federal and state law and funded under the Older Americans Act, advocates for the rights and well-being of New Mexicans living in nursing facilities and assisted living facilities. The annual report is a description of activities, barriers, successes, and an analysis of data as required by the Older Americans Act.
State Tribal Collaboration Act Report:
The State-Tribal Collaboration Act establishes a framework to strengthen government-to-government relationships between New Mexico state agencies and the state’s tribes, nations, and pueblos. The act requires State of New Mexico agencies to develop policies that promote beneficial collaboration between the State and tribal governments; designate agency tribal liaisons; provide for culturally appropriate training to state agency employees who work with tribes; and provide annual reporting that accounts for each agency’s accomplishments pursuant to the act.
