Office of the Secretary
Office of the Secretary oversees all departmental priorities, statewide initiatives and long-term strategic planning at the pleasure of the Governor. The Secretary leads and works closely with internal divisions, state leaders, community partners and federal agencies to advance policies that support aging and long-term services for all residents in New Mexico. The ALTSD Office of the Secretary consists of two Deputy Secretaries, each providing executive oversight and guidance across core operational and programmatic areas. Within the Office of the Secretary is the Office of General Counsel, Office of External Affairs, Policy and Planning, Information Technology Department and Office of Indian Elder Affairs.
Leadership: Emily Kaltenbach
Emily Kaltenbach serves as the Cabinet Secretary Designate for the New Mexico Aging and Long-Term Services Department.
Kaltenbach brings more than two decades of leadership in public policy, health care reform, and advocacy, as well as a strong track-record of advancing services for older adults, individuals with disabilities, and communities across New Mexico. Kaltenbach joined the administration in November 2024 and was unanimously confirmed by the New Mexico Senate on February 28, 2025.
Previously, Kaltenbach was senior director of state advocacy for the Drug Policy Alliance, where she led statewide efforts to shift policy focus from punitive measures to health-centered solutions. Her extensive background also includes leadership positions at ALTSD and in the New Mexico Office of Health Care Reform, where she contributed to significant policy reforms benefiting older adults and people of all ages with disabilities.
Kaltenbach holds a master’s in health care administration from the University of Washington and has served on multiple boards dedicated to public health, cannabis regulation, and community safety. Her leadership in health care reform and social justice issues makes her uniquely positioned to lead ALTSD as it navigates the challenges facing the state’s growing aging population.
Deputy Secretary Antoinette Vigil
Ms. Vigil has served in various leadership capacities with state government spanning three gubernatorial administrations. Prior to her appointment to the New Mexico Aging & Long-Term Services Department, she served with the New Mexico Tourism, Environment and Economic Development Departments. These positions, combined with her experience at the county and municipal levels, total 20+ years of public service experience in administration, projects, and programs. In her current role as Deputy Cabinet Secretary for New Mexico Aging, Antoinette understands that aging impacts individual lives as well as patterns of economic growth for our communities. She carries this belief throughout her work, viewing situations from this perspective, and leading the organization in ways that are transforming how New Mexicans age.
Deputy Secretary Angelina Flores-Montoya
Dr. Flores-Montoya comes to ALTSD with over 25 years of experience in the areas of healthcare, education, and research, including 15 years specializing in caring for older adults. As a triple alumna of the University of New Mexico (BSN, MSN, and PhD in Nursing & Health Policy) and a Robert Wood Johnson fellow, she has focused extensively on Medicare, Medicaid, and policies that affect older adults. Most recently, Flores-Montoya has been involved in statewide nursing workforce solutions in the state of Washington as well as serving on several boards, including the National Association of Hispanic Nurses.
