Lifespan Respite Grant Implementation Services

Aging and Long-Term Services Department (ALTSD) is requesting service quotes for a project to expand and increase the availability of respite services statewide in New Mexico, with a focus on underserved tribal and rural communities. In addition to funding expanded respite services, the agency seeks to increase training and awareness in order to contribute to a well-supported and trained caregiver workforce, with a special focus on Alzheimer’s and Dementia. In partnership with other state agencies and local and tribal governments, ALTSD is implementing a simple to use closed-loop referral system (CLRS) that will better connect New Mexicans to needed resources, in particular to respite services. The CLRS, YesNMConnect, is available for use in Community Based Organizations, healthcare settings, and tribal, state, and local government programs. Privacy and data sovereignty needs are respected in this effort.

Objectives overall are to improve the lives of New Mexicans by enhancing the capacity of respite care systems to strengthen caregiver supports and reduce caregiver stress by:

  • Increasing the availability of respite services by expanding the New Mexico state-wide Lifespan Respite Care System that provides community-based respite care services to family caregivers for adults living with Alzheimer’s, Dementia, Other Dementias, Parkinson’s Diseases, adults with chronic conditions, and adults with disabilities.
  • Increasing awareness of statewide respite service availability and enhance the coordination of respite services.
  • Enhancing the quality of New Mexico respite services through evidence-based education, training, and resources.

The Request for Quotes is a means to learn of partner interest in participating. Contracts can be renewed up to three years and will be entered on the basis that they serve the intent of the federal Administration on Community Living’s Lifespan Respite Grant (a total award of 1.2 million over three years) depending on available budget.

The method engaging these services is the Hospital and Health care exemption (NM Stat § 13-1-98.1 (2024)), and all decisions on the awards will be final and not subject to protest.

Participation:

This RFQ is open to contractors who are:

  1. Registered vendors in the State of NM SHARE Financial System (if not a current vendor in the State of NM SHARE Financial System, vendor will need to fill out a State of NM W9 in order to be awarded a contract).
  2. Any affiliated contractors who will have met any of the above conditions by the expected award date.
  3. Contractors that are in good standing with the State of New Mexico and/or referring state agencies.

Services Requested:

Contractors must choose to implement at a minimum of one (1) with the option to choose all of the three (3):

  1. Respite Care Services. Enhance and increase the availability of respite services (caregiver support and adult day) with community-based respite care services to family caregivers for adults living with Alzheimer’s, Dementia, Other Dementias, Parkinson’s Disease adults with chronic conditions, and adults with disabilities with a focus on underserved tribal and rural areas. Enhanced respite care services can be delivered via programming.
  2. Respite Care Vouchers. Enhance and increase the availability of in-home respite services for caregivers via vouchers (reimbursement for respite hours provided in increments of $500).
  1. Training and Education. Increase the awareness of statewide respite service importance and availability and enhance the coordination of respite services for professionals by offering standardized, evidence-based training for caregivers.

Scope of Work (SOW) Requirements:

  1. Respite Care Services:

The Contractor will enhance and increase the availability of respite services (caregiver support and adult day) by expanding the New Mexico statewide Lifespan Respite Care System that provides community-based respite care services to family caregivers for adults living with Alzheimer’s, Dementia, Other Dementias, Parkinson’s Disease adults with chronic conditions, and adults with disabilities with a focus on underserved tribal and rural areas.

  1. Respite Care Vouchers:

Respite vouchers to be used to relieve caregivers in normal circumstances and in cases of emergency will be provided for eligible individuals, increments of $500 per voucher, reimbursable to the contractor by ALTSD.

  1. Training:

Training for caregivers will include family and friend caregivers, professional paid caregivers, respite caregivers, and volunteer caregivers. Evidence-based training will be delivered in a variety of modalities to increase access and reach numerous communities including in-person workshops, live webinars, and printed training materials. The education will be delivered by certified trainers and will seek to be readily available and accessible in targeted underserved communities with materials available in English, Spanish, and Native languages where applicable.

  1. Use of the closed loop referral system is required of all awarded contractors, and technical support will be provided.

 

Operations Requirements

Operations do not commence until ALTSD provides written notice to the Contractor to proceed with the commencement of Operations services. Operations services include all contract requirements for ongoing functions to conduct approved respite and training services, use the closed loop referral system, and conduct all financial activities as outlined in the budget section.

 

Deliverable Requirements

  1. The services delivered must be compliant with the Administration for Community Living and State of New Mexico ALTSD requirements for the Lifespan Respite Grant. The Deliverables must include most of the plans and documentation necessary to prepare for, implement, management and maintain the requirements that must be met by the Contractor. The Contractor must maintain professional relationships within ALTSD, other Contractors, external partners, including timeliness and accuracy of responses.
  2. The Contractor will create, maintain, and deliver a suite of ALTSD defined standardized reports in a format and content approved by ALTSD. Reports must be maintained for the Contract Term. The Contractor will create, maintain, and deliver standardized reports in a format and content approved by ALTSD. Monthly data reports are required, as is a comprehensive year-end report detailing types of service, number of people served, staff trained/certified, and location(s).

Staffing Requirements

  1. The Contractor must provide all staff resources necessary to perform the services described in this SOW, unless specifically stated as the responsibility of ALTSD or another entity. This section identifies the Contractor’s Key Personnel and certain other staff where specific requirements must be met.

Communication Requirements

  1. The Contractor shall ensure that the communications tasks and activities are designed to promote clear, comprehensive, and effective communication between Contractor and ALTSD.
  2. The Contractor agrees to a monthly check-in to review activities and progress towards deliverables with ALTSD. Review discussion shall include but is not limited to:
    1. Accomplishments and updates
    2. Issues/challenges

Document Management Requirements

  1. All documentation developed or stored by the Contractor on behalf of ALTSD becomes the property of the ALTSD. This RFQ includes Identifying current processes and systems, aligning on project goals and requirements, and project timeline and budget considerations.

This RFQ is released on January 23, 2026, and responses are due by noon February 9, 2026 Please use the form on the RFQ page to submit your responce. General Guidelines

These are the general guidelines used to distribute this RFQ. They may be modified contingent on state procurement rules or federal requirements.

  1. The ALTSD will evaluate and select contractors based on meeting or exceeding Department requirements, cost, and how advantageously the proposed quote supports our efforts to meet our mission. Our selection is not limited to the lowest cost quote – it is based on the most advantageous offer to meet the state’s goals and objectives.
  2. ALTSD may negotiate final pricing or modify the scope of work based on its internal ability (or inability) to furnish or complete any related work.
  3. The Department may amend the contract for other related services in the future based on strategic needs of meeting its goal(s) to meet its client service needs which may include services not currently requested.
  4. Our agency will have oversight into coordinating resources to support the project.
  5. Your quote should be submitted on the online form. Any supporting documents can be sent later in a separate email if you are contacted by us.
  6. Your quote should confirm pricing for the term of the contract, which will be for one year, renewable up to three years subject to performance and budget availability.
  1. This procurement is governed by the laws of the State of New Mexico, and we may cancel or modify this procurement at any time.
  1. Federal contracting requirements also apply to facilitate federal matching funds.
  1. Based on our technology or other internal resources, we may accept or reject your quote, take the option to only accept a portion of your services, or organize several contracts to meet our needs. We may consider other contractors supporting this work in parallel with any contract awarded. All responses submitted to this RFQ, including all contractor provided documents, shall become the property of ALTSD and subject to the New Mexico Inspection of Public Records Act. Any contract resulting from this RFQ may be terminated or modified in the event that sufficient appropriations or authorizations are not made available or are reduced.

 

Procurement Contingency

This Request for Quote (RFQ) is released as part of a Lifespan Respite Grant awarded to the New Mexico Aging and Long-Term Services Department by the Administration for Community Living. The Aging and Long-Term Services Department (ALTSD) may, at its sole discretion, postpone, modify, extend, or cancel this RFQ or the ensuing contract award. Factors that may require this action include, but are not limited to, changes in federal funding or policies for funding, state budget fluctuations, technical developments, contractor performance issues, or other relevant factors.

 

Contract Notes

The contract uses “fixed price deliverables” as the basis for reimbursement. Fixed price must include all costs as well as NM GRT.

  1. Once contracts expire, affiliated contracts may not be amended unless the Agency chooses to extend.
  2. Remember that professional services are subject to the NM Gross Receipts Tax. This must be factored in your quote for delivery of service.

Selection Minimum Qualifications

Respondents must meet the minimum qualifications listed below. Failure to meet any of the minimum qualifications below will result in disqualification without the opportunity to remedy any discrepancies. Respondents should ensure they are providing adequate documentation to meet the requirements below upon submission of the Solicitation Response.

  1. The Respondent must have a minimum of five (5) years’ experience operating and maintaining a healthcare, aging, or social services program or the Principals/Owners must have five (5) years of recent ownership or executive management experience in a company that provided Services for projects of similar size and scope;
  2. Respondents have submitted the Solicitation Response in accordance with RFQ.

Furthermore, Solicitation Responses that appear unrealistic in terms of technical commitment, that show a lack of technical competence, or that indicate a failure to comprehend the risk and complexity of a potential contract may be rejected, at the sole discretion of ALTSD.

Solicitation Responses that meet the minimum qualifications will be submitted to the ALTSD evaluation team (“evaluation team”) for review.
